Pengaruh Perubahan Penggunaan Lahan Terhadap Rencana Detail Tata Ruang di Kabupaten Bantul

Land is a strategic natural resource for the development of almost all physical development sectors that require land such as the agricultural, residential, commercial, roads, industrial and other sectors. The land will undergo a change in function. By changing the function of land use, land use will experience changes in area. There are changes in area that have narrowed and some have experienced widening. The purpose of this study is to analyze land use changes that are not in accordance with the Detailed Spatial Planning (RDTR) of Kasihan District. Analyzing the problem of incompatibility of land use changes in Kasihan District with the Draft Regional Regulation on the Kasihan District RDTR, as well as developing a handling strategy to overcome land use changes that are not in accordance with the Kasihan District RDTR. The methodology used in this research is quantitative descriptive analysis, comparative analysis, GIS analysis and Analytic Hierarchy Process (AHP). The data collection technique is primary data and secondary data and uses purposive sampling. This study uses a questionnaire to collect data from the community and experts in the District of Kasihan as respondents. Based on the analysis that has been carried out, the results show that, Suitability in Kasihan District has two classes, namely the appropriate class and the inappropriate class, the appropriate class has the largest area of 198,732 Ha with a percentage of 60.02% and the inappropriate class is 132,381 Ha with a percentage 39.98%. The most dominant factor influencing the mismatch of land use to the RDTR is the existence of a land ownership system or land. Not knowing and understanding the existence of the RDTR is a fairly important factor that causes the mismatch of land use to the existing RDTR, the existence of a land ownership system, permits in constructing buildings (IMB), and to meet needs as an economic opportunity. To overcome the land mismatch with the RDTR of Kasihan District, based on the results of the opinions of experts with the AHP analysis method, it was concluded that it absorbed the aspirations of the community for the next RDTR plan by socializing the RDTR regulations to the community so that land use irregularities did not happen again. So that future land changes must refer to the RDTR.
